I feel like a weirdo because people always talk about prog making them stupid horny, but this was me on a maximum dose of prog:

He’s outside the mega building that Clouds is in, next time you play through the game. I think you have to progress Judy’s quest line to a point before he appears though. It’s a short but sweet quest, definitely try it.

This one is part of a quest, he talks to you.

People seem to enjoy this one, which is obscure, but not obscure enough that it requires an Elder Scrolls metaphysics degree:

One of Vivec’s monster children (Ha-Note) was taken by a group called The Grabbers to The Adjacent Place (think a parallel dimension) They were jealous of Vivec City, so they transformed Ha-Note into a being with a city for a face (Appropriately called City-Face).

Hmmm I always go straight to step 2 and start talking about obscure and esoteric Elder Scrolls lore.
