my phone has been running at 60hz for YEARS and I just now learned that I just had to enable a setting. Why wasn’t this enabled by default???

You’re talking about different things. SteamDeck doesn’t set your display refresh frequency to 1hz. It’s just rendering frames at 1fps. (I guess you’re talking about a subset of the thing.)
