Every serialized manga is like that. Always under the meddling of the editors at all times. Unless you are a legendary name in the industry you’re liable to be told to wrap up your story at a week’s notice.
In this case, Fujimoto appeared to hint on this ending some time ago, referencing The Big Lebowski
