This is the same reason nobody in the group chat in the cornell case spoke up, everyone in it was almost certainly already known to be trusted to not speak up about such things, or be actively interested. Nobody that would have told the authorities would have been allowed in, even though many guys (likely even a decent amount of college frat guys) would have spoken up if they were in the chat.
